This stunning change in trade relations is largely (but not solely) the result of the U.S.-China trade war, which has just flared up again. After <a href=\"https:\/\/www.datamyne.com\/blog\/trade-policy\/truce-called-in-u-s-china-trade-war\/\">calling at truce last December<\/a>, the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-05-10\/u-s-hikes-tariffs-as-china-talks-are-poised-for-a-second-day\">U.S. on May 10 went ahead with a pending boost in tariffs from 10% to 25% on $200 billion in Chinese goods<\/a>. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-05-16\/from-lipstick-to-lizards-china-hits-a-wide-range-of-u-s-goods?srnd=markets-vp\">China quickly countered with retaliatory tariffs<\/a>.<\/p>\n<p>But there is more at work here than the damage done by the trade war. The latest ranking confirms a second, long-building trend: Mexico\u2019s steady rise as an exporter.<\/p>\n<p>Mexico is now among the world\u2019s top dozen exporting nations, ranked by value of trade in 2018, moving past North American trading partner Canada, Russia and Singapore in the last five years. As the 5-year trade data from UNCTAD (summarized in the table) shows, Mexico\u2019s rise in the rankings is the result of gains in export sales as the UK, Russia, Canada and Belgium saw exports decline.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-16114\" src=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/2-800x587.jpg\" alt=\"\" width=\"800\" height=\"587\" data-id=\"16114\" srcset=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/2-800x587.jpg 800w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/2-300x220.jpg 300w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/2-768x564.jpg 768w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/2.jpg 880w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>Mexico achieved near parity with Canada as country of origin for U.S. imports in 2015, and has led Canada since 2016, as the graph illustrates:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-16115\" src=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/3-800x872.jpg\" alt=\"\" width=\"800\" height=\"872\" data-id=\"16115\" srcset=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/3-800x872.jpg 800w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/3-275x300.jpg 275w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/3-768x837.jpg 768w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/3.jpg 880w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<h2>Top U.S. Trade Partner: Mexico\u2019s Exports Driven by Oil and Automobiles<\/h2>\n<p>A closer look at Descartes Datamyne\u2019s Mexican trade data reveals that Mexico has capitalized on its NAFTA-defined partnership with the U.S. to build exports. Over the last five years, about 80% of Mexican exports have shipped to U.S. markets. Only in 2018 has the U.S. share slipped to 76%.<\/p>\n<p>The Mexican data also makes clear that petroleum and motor vehicles are the drivers of its export trade. The shale revolution and resulting declines in demand and in oil prices have whittled petroleum\u2019s share of this trade. These pie charts show Mexico\u2019s lessening dependence on petroleum as an export, while passenger vehicles, trucks and automotive parts have gained.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-16116\" src=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/4-800x446.jpg\" alt=\"\" width=\"800\" height=\"446\" data-id=\"16116\" srcset=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/4-800x446.jpg 800w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/4-300x167.jpg 300w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/4-768x428.jpg 768w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/4.jpg 1100w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-16117\" src=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/5-800x446.jpg\" alt=\"\" width=\"800\" height=\"446\" data-id=\"16117\" srcset=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/5-800x446.jpg 800w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/5-300x167.jpg 300w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/5-768x428.jpg 768w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/5.jpg 1100w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>By comparison, Descartes Datamyne Canadian trade data indicates petroleum has continued to command a leading share of Canadian exports &#8212; 18.6% in 2014 and 14.9% in 2018 \u2013 accounting for much of the recent lag in Canada\u2019s exports as Mexico\u2019s have advanced.<\/p>\n<p>Here\u2019s a more detailed look at Mexico\u2019s top 10 exports at the 6-digit HS code level in 2008 compared with 2018:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-16118\" src=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/6-800x507.jpg\" alt=\"\" width=\"800\" height=\"507\" data-id=\"16118\" srcset=\"https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/6-800x507.jpg 800w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/6-300x190.jpg 300w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/6-768x487.jpg 768w, https:\/\/www.datamyne.com\/wp-content\/blogs.dir\/1\/files\/2019\/05\/6.jpg 1431w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>Leading losses among Mexico\u2019s exports to the U.S. over the last decade were color TVs (-48.3%), parts for telecoms (-47.2%), petroleum products (-46.5%), and crude oil (-39.2%). The most spectacular gain \u2013 1.7 million% \u2013 was posted by cars with an engine cylinder capacity of 1000cc to 1500cc \u2013 a.k.a., a 1.0- to 1.5-liter engine \u2013 moving up in rank from No. 50 in 2008 to No. 7 in 2018. Other motor vehicles made triple-digit gains. Exports of electronics products also increased significantly, led by digital processing units (up 635.5%) and \u201creceivers\/transmitters for voice, image, data,\u201d a product category that includes modems, (290%).<\/p>\n<h2>Top U.S. Trade Partner: USMCA Rewrites the Rules on Auto Exports<\/h2>\n<p>Given the role of motor vehicles in North American trade, it\u2019s no surprise that some of the biggest changes in the renegotiated NAFTA \u2013 designated the U.S.-Mexico-Canada Agreement, or USMCA \u2013 center on automobiles:<\/p>\n<ul>\n<li>USMCA country of origin rules require that 75% of the components assembled in automobiles must be made in Mexico, the US, or Canada to qualify the finished product for duty-free trade in North America. NAFTA sets the bar at 62.5%.<\/li>\n<li>USMCA labor provision<strong>s <\/strong>require that 40% to 45% of automobile parts will by 2023 be made by workers earning a minimum of $16 an hour by 2023.<\/li>\n<\/ul>\n<p>The USMCA would also open Canada\u2019s dairy market to more U.S. products. Along with autos and auto parts, these product-focused policy changes were top priorities for the Trump administration. (See <a href=\"https:\/\/www.datamyne.com\/blog\/trade-policy\/nafta-negotiations-can-round-8-roll-over-sticking-points\/\">NAFTA Negotiations: Sticking Points<\/a>.)<\/p>\n<p>Among other changes sought by the U.S., USMCA includes provisions for review of the trade pact every six years, and a 16-year sunset clause. The new trade pact does not include the protections against U.S. Section 232 tariffs that Mexico and Canada wanted. Their steel and aluminum exports have been subject to tariffs since last June. (See <a href=\"https:\/\/www.descartes.com\/blog\/201803\/tariff-changes-take-center-stage-decision-makers\">Tariff Changes Take Center Stage<\/a>.) However, the trade-off for agreeing to USMCA\u2019s labor and country of origin rules for automobiles is <a href=\"https:\/\/business.financialpost.com\/transportation\/autos\/canada-auto-suppliers-surge-with-trade-deal-removing-tariff-threat\">protection against Section 232 tariffs for motor vehicles from Mexico and Canada<\/a>. (On May 17, <a href=\"https:\/\/www.wsj.com\/articles\/white-house-puts-off-final-decision-on-auto-tariffs-for-180-days-11558097422?mod=hp_lead_pos1\">the U.S. postponed its pending decision imposing Section 232 tariffs on automobiles<\/a> and automobile parts for 180 days.)<\/p>\n<p>A <a href=\"https:\/\/www.imf.org\/en\/Publications\/WP\/Issues\/2019\/03\/26\/NAFTA-to-USMCA-What-is-Gained-46680\">working paper from the International Monetary Fund<\/a> forecasts a contraction in production of motor vehicles and vehicles parts for all three USMCA partners resulting from the USMCA provisions\u2019 added overhead passed on in higher prices for consumers. For Mexican auto manufacturers, the contraction in output is projected to exceed 5%. Vehicle parts, textile and apparel will also contract. Mexico\u2019s output gains in electrical equipment and machinery (categories which include electronics) are expected to offset these losses.<\/p>\n<p>The U.S., Mexico and Canada signed USMCA November 30, but it remains to be ratified by the legislatures of each country. The <a href=\"https:\/\/www.reuters.com\/article\/us-usa-trade-usmca\/u-s-agrees-to-lift-steel-aluminum-tariffs-for-canada-mexico-reports-idUSKCN1SN1VF\">U.S. is reported to be ready to lift the Section 232 tariffs on aluminum and steel<\/a> which have been a stumbling block to Canadian and Mexican ratification. In the U.S., Congressional critics have raised concerns about the pact\u2019s environmental and labor provisions as well as an extension of protections for pharmaceuticals from generic competition.<\/p>\n<p>USMCA is far from a done deal.
